Project description
For an ongoing KfW-funded project in Rwanda we are looking for an experienced Team Leader - ICT Facility expert with international experience. The project is aimed at improving the service provision quality of Rwandan public institutions through digital solutions. The goal is to be reached through the selection and implementation of ICT sub-projects. The role will encompass a range of responsibilities related to the selection and implementation of these sub-projects including project management, procurement and contract management, financial management, IT project selection and evaluation, IT consulting and support, monitoring and evaluation, and capacity building. The Rwanda Information Society Authority (RISA) is the executing agency for the project.
Job description
- Manage an interdisciplinary project team, including short-term experts and stakeholders, fostering a collaborative environment that supports innovation, accountability, and results-driven performance to accomplish project objectives;
- Coordinate with RISA, KfW, government counterparts, and IT vendors, ensuring smooth project execution and stakeholder alignment at all stages;
- Conduct procurement planning and oversee tendering processes, ensuring full compliance with international procurement guidelines, particularly those of KfW and RISA;
- Prepare and deliver high-quality project documentation, including feasibility studies, technical reports, progress updates (monthly, quarterly, bi-annually, yearly), evaluation reports, and final deliverables in line with donor expectations;
- Create, sustain, and capitalize on strategic collaborations to enable successful project delivery and stakeholder engagement, strengthen the reputation of GFA in the region, and offer insights into potential business development opportunities;
- Work closely with GFA HQ in Hamburg, ensuring quality control of deliverables throughout project preparation, implementation, and closure, including backstopping support and compliance with internal quality assurance standards;
- Experience in East Africa and Rwanda is a plus.
Qualifications
- Post-graduate academic degree (Master’s, Diploma, or PhD) in Information Technology, Computer Science, Social Sciences, or another relevant discipline.
- At least 10 years of relevant international professional experience as a consultant within the ICT sector;
- Substantial experience with Development Banks such as KfW, the World Bank (WB), and other investment programs.
- Demonstrated experience with digital project management methodologies, strong track record in managing donor-financed projects, particularly in the e-governance context.
- Skilled in facilitating workshops and collaborative stakeholder sessions.
- Comprehensive understanding of public sector digital policies, strategies, and frameworks, especially in e-government components such as public service delivery, government technology frameworks, and data governance.
- In-depth knowledge and practical application of KfW and/or international donors procurement guidelines, in compliance with KfW and other multilateral development banks.
- Experience in Environmental and Social Health and Safety (ESHS) standards development and applications.
- Proven capacity to prepare high-quality technical and strategic reports, policy briefs, project documentation, and stakeholder communications.
- Expertise in development and operations practices (DevOps), familiarity with modern system architecture and design.
- Willingness and readiness to relocate to the project location (Kigali).
