This evaluation covers one intervention financed by the EU in the maritime sector as follows:
Port Security and Safety of Navigation in Eastern and Southern Africa and the Indian Ocean (PSP) (Mid-term Evaluation)
• to provide the relevant services of the European Union , the interested stakeholders and the implementing partners with an overall independent assessment of the performance of the expected outcomes under the Port Security Programme, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results; and
• to identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve current and future interventions.
The expertise requirements should be directly related to Port Security with prior experience in the domain of Port Facility Security Assessment, International Ship and Port Facility Security Code (ISPS) and Port Facility Security Plans.
The preferred option for the evaluation exercise is to have one Cat I expert and assisted by one Cat II expert.
The evaluation expert/team must have a cumulative experience of at least 12 years with a minimum of 6 years in the field of Port Security. At least 5 years in the conduct of port security assessments and the drafting of national policy documents and procedures
Completed university studies of at least three (3) years, attested by a diploma. Excellent analytical and reporting skills, Excellent communication skills, in particular, liaising with different stakeholders.
▪ Language skills of the team: The evaluation team will have command of English at level C2 of the Common European Framework of Reference for Languages (CERF) – both spoken and written.
