Project description
The Action4Forests project is designed to enhance Brazil's capacity to implement effective REDD+ (Reducing Emissions from Deforestation and Forest Degradation) strategies, focusing on the Amazon region. Coordinated by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), in close collaboration with the Brazilian Ministry of the Environment and Climate Change (MMA) and the National Development Bank (BNDES), this initiative aims to improve access to and the effective implementation of climate finance for forest protection. Running from 2024 to 2028, the project supports Brazil’s ambitious goal of reducing deforestation, conserving forests, and generating carbon credits through jurisdictional REDD+ programs. Key activities include strengthening governance structures at both subnational and national levels, facilitating access to carbon markets, and empowering Indigenous Peoples and Local Communities (IPLC) to actively participate in REDD+ processes. The project is structured around three main outputs:
- Action4Governments: Enhancing the capacity of subnational governments to access and implement financial resources for forest protection.
- Action4People: Strengthening IPLC-led organizations, particularly women-led groups, to access finance for forest conservation and carbon market engagement.
- Action4Funds: Supporting the strategic positioning of the Amazon Fund and other financial mechanisms in alignment with evolving carbon market legislation, focusing on gender-sensitive, sustainable forest financing.
By integrating national policies with global carbon market mechanisms, the project aims to boost Brazil’s leadership in global climate mitigation efforts, supporting sustainable development and ensuring that forest finance reaches the communities most impacted by deforestation. This initiative positions Brazil to meet its climate goals, promote biodiversity, and contribute to the global effort to combat climate change.
Job description
- Support of Expert 1 in the implementation of the advisory packages of the contractor and the following tasks: Support ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level
- Monitor quality and effectiveness of advisory services and suggest adjustments
- Support communication and coordination with short-time assignments and GIZ staff on a daily operational level
- Ensuring that monitoring procedures are carried out
- Contribute to regular reporting in accordance with deadlines
- Support the control of the use of funds and financial planning in consultation with the commission manager at GIZ
Qualifications
- Education/training: Postgraduate University degree in one of the following fields: Carbon Finance / Climate Finance / Sustainable Finance / Sustainable Development / Environmental Policy / Sustainability and Management / Sustainability Science / Public Policy / International Affairs / Finance / Impact Investing / Politics / Economics / Sociology or comparable related field.
- Language: Knowledge of English C2 level (5 out of 10 points) and Portuguese B2 level (5 out of 10 points), in the Common European Framework of Reference for Languages.
- General professional experience: 7 years of professional in public or private conservation finance institutions or instruments
- Specific professional experience: 7 years of professional experience in assessing, developing or coordinating REDD+ policies, projects and/or programmes
- Leadership/management experience: 5 years of management experience with disciplinary leadership responsibility for 5 people with annual budget responsibility for 500,000.00 EUR
- International professional experience outside the country/region of assignment: 2 years of professional experience in one or more tropical forest countries outside Brazil
- Professional experience in the country/ region of assignment: 2 years of professional experience in Brazil
- Experience in the field of development cooperation: 5 years of experience in or with development cooperation (projects).
Other:
- 5 years of participation in international processes or multi-stakeholder platforms related to UNFCCC (5 out of 10 points)
- 5 years of experience in the mobilization of climate finance (5 out of 10 points)
