Project description
This project aims to provide the comprehensive technical assistance in the gas sector with the main focus on the analysis of potential use of the gas pipelines as well as the gas storages for the purpose of hydrogen transit and storage and also to support the Ministry of Energy of Ukraine developing key areas of state policy on renewable gases, ensuring alignment with the EU’s acquis on renewable gases. It is expected that the results of the project will contribute to creation of the hydrogen market in Ukraine and implementation of the relevant gas sector reforms.
Job description
The Legal & Regulatory Expert will lead the regulatory and legal gap analysis concerning hydrogen and renewable gas integration into Ukraine’s energy system.
Key Responsibilities:
- Review and compare national laws and technical codes with the EU gas and hydrogen acquis
- Identify legal and regulatory barriers to hydrogen integration
- Draft or advise on legal reforms needed to enable hydrogen blending, renewable gas certification, and market operations
- Provide support to the Ministry of Energy and relevant institutions in aligning national legislation with EU standards
- Contribute to capacity-building activities by training stakeholders on legal and regulatory aspects of hydrogen and renewable gas markets
Qualifications
Minimum Requirements
Education:
- Master’s degree (or equivalent) in Law, with specialization or additional qualifications in: Energy law, EU law, Environmental law or regulatory reform
General Professional Experience:
Minimum 10 years of professional legal experience, including:
- Work in energy sector regulation, market design, or policy development
- Advisory roles in legislative drafting, regulatory analysis, or sector reform
Specific Professional Experience:
· At least 5 years of experience directly related to energy law and regulation, including:
o Legal advisory work in natural gas, hydrogen, or renewable gas sectors
o Practical experience with EU energy legislation, particularly:
o EU Gas Directive
o Hydrogen and Decarbonised Gas Market Package
o Renewable Energy Directive (RED II/III)
o Network Codes and Technical Standards (e.g., EN/ISO for gas and hydrogen)
- Demonstrated experience conducting gap analyses or regulatory harmonization
- Experience with Energy Community legal framework (desirable)
- Involvement in legal drafting, review of licensing regimes, third-party access rules, or guarantees of origin schemes
Regional Experience: - Prior experience working in Ukraine or other Eastern Partnership / Energy Community countries on regulatory or legislative assignments is an asset
- Familiarity with post-Soviet legal systems and administrative law reform
Language Skills: - Excellent command of English (written and spoken) – C1 level minimum
- Working knowledge of Ukrainian or Russian is a strong advantage, especially for reviewing local legal texts and interacting with national stakeholders
