Project description
This project aims to provide the comprehensive technical assistance in the gas sector with the main focus on the analysis of potential use of the gas pipelines as well as the gas storages for the purpose of hydrogen transit and storage and also to support the Ministry of Energy of Ukraine developing key areas of state policy on renewable gases, ensuring alignment with the EU’s acquis on renewable gases. It is expected that the results of the project will contribute to creation of the hydrogen market in Ukraine and implementation of the relevant gas sector reforms.
Job description
The Capacity Building & Institutional Support Expert will lead and coordinate training, workshops, and hands-on institutional support activities for the Ministry of Energy and other Ukrainian stakeholders involved in renewable gas and hydrogen market development.
Key Responsibilities:
- Design and implement capacity-building programs tailored to national institutions
- Facilitate training on EU energy and hydrogen legislation, technical standards, and governance
- Support institutional strengthening, including on-the-job coaching, peer exchanges, and development of internal procedures or guidelines
- Ensure knowledge transfer and help build long-term institutional capabilities to oversee and regulate the renewable gas/hydrogen sectors
Qualifications
Minimum Requirements
Education:
- Master’s degree (or equivalent) in Public Administration, Political Science, Law, Energy Policy, Economics, or a related social science field
General Professional Experience: - Minimum 8 years of professional experience in:
o Institutional development, capacity building, or public administration reform
o Designing and delivering training programs or technical workshops for public sector stakeholders
o Advising or supporting ministries, regulatory bodies, or state-owned enterprises
Specific Professional Experience:
At least 5 years of experience in the energy or environmental sectors, preferably including:
- Capacity building or advisory work related to EU acquis transposition
- Experience with EU-funded technical assistance projects or donor programs (e.g., EuropeAid, GIZ, USAID)
- Design and implementation of training plans, coaching modules, or peer-learning activities
- Experience organizing or facilitating policy dialogues, study visits, or knowledge exchanges between EU and non-EU institutions
Regional Experience (Preferred): - Prior experience working in Ukraine or similar Eastern Partnership / Energy Community countries
- Understanding of the Ukrainian institutional and administrative environment in the energy sector is a strong asset
Language Skills: - Excellent command of English (written and spoken) – C1 level minimum
- Working knowledge of Ukrainian or Russian is strongly preferred to facilitate stakeholder engagement, workshop delivery, and communication with national counterparts.
