Enabel takes the lead in implementing the Team Europe Initiative called “Opportunity-Driven Skills and Vocational Education and Training (VET) in Africa” (OP-VET), jointly co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ).
For its implementation Enabel works together with Expertise France (EF), The Finnish National Agency for Education (EDUFI, through a direct grant with Enabel) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
The Overall Objective of the TEI OP-VET is to improve skills and VET provisions in Sub-Saharan Africa (SSA) by addressing the skills needs of the EU Global Gateway and other flagship initiatives, while enhancing the employability of women and men in SSA. The Specific Objective (outcome) is to orient skills and VET interventions towards decent employment opportunities in selected sectors and value chains under Africa-Europe investment initiatives. The project is structured around three main pillars, with Pillar 1 focusing on the Technical Assistance Facilily.
Description of Lot 2: Expert in Skills and Jobs for a Green and Circular Economy Enabel needs experts that can promote skills and employment within the green and circular economy. In a green and circular economy, needs are met while minimizing the use of resources (materials and energy) and reducing waste production. The skills required for the green and circular transition can be divided into two key areas:
- Core Transversal Skills: skills to support the adoption of green and circular principles across sectors (CE principles, systemic thinking to understand the Framework Agreement – Services - Opportunity-driven Skills (VET) and Employment (BEL23001-10029) interconnection of economic, environmental, and social systems, skills to design and implement innovative business models that align with circular practices, such as product-as-a-service or closed-loop systems, eco-design principles, etc.).
- Sector-Specific Skills: These are necessary to execute circular business and will vary depending on country’s focus areas. It can go from skills in renewable energy, waste management and recycling to skills in sustainable agriculture, eco-construction, sustainable urban development, sustainable mobility, manufacturing and eco-design of products (to create products with longer life cycles, develop closed-loop supply chains and reinforce remanufacturing, refurbishment and repair skills), etc.
These experts will help advance Africa’s green and circular transition by developing training programs and job opportunities in key areas such as renewable energy, waste management and recycling, eco-design of products and services, sustainable mobility, green spatial planning, and advanced green technologies, among others
