Project description
The project aims to recruit a Local Fund Agent (LFA) to provide independent oversight of Global Fund grants in Ivory Coast and Cabo Verde. It focuses on ensuring the effective implementation of programs targeting HIV, tuberculosis, malaria, and health systems strengthening.
The LFA is responsible for verifying financial management, program performance, and data quality across all stakeholders. The overall objective is to ensure transparency, accountability, and value for money in the use of Global Fund resources.
Job description
The PSM Expert ensures effective procurement and supply chain management of health products under Global Fund grants.
Key Responsibilities include but are not limited to:
- Assess procurement and supply chain systems
- Analyze forecasting and procurement plans
- Conduct data reviews and spot checks
- Evaluate availability and management of health commodities
- Identify risks and provide recommendations
- Contribute to PSM reporting
Qualifications
- Graduate degree (MSc) in Public Health, Pharmacy, Medicine, or related field
- Additional training in PSM or logistics is desirable
- Minimum 7 years of relevant experience in procurement and supply chain of health products
- Experience with procurement within a Ministry of Health
- Preferably based in Cabo Verde/Ivory Coast or at least in West and Central Africa
- Expertise in pharmaceutical supply chains and logistics systems
- Experience in quantification and forecasting of health products
- Strong understanding of global health product markets and regulations
- Strong analytical skills
- International and experience in Ivory Coast and/or in Cabo Verde are highly desirable
- Experience with Global Fund systems is highly desirable
- Proficiency in English and French is required
- Portuguese is highly desirable
