Project description

The "Selous and Nyerere Ecosystem Conservation and Development Project (SANEP)” concerns the sustainable development and conservation of the Selous-Nyerere Ecosystem. The purpose of the Project is to consolidate and expand the previous successes in protecting and sustainably using the Selous-Nyerere Eco-system, which includes the Selous Game Reserve, Lukwika Lumesule Game Re-serve, Nyerere National Park, and surrounding areas like Wildlife Management Areas (WMAs) and the Selous-Niassa Wildlife Corridor (SNWC). The Project aims to contribute to the socio-economic development of the local population in selected rural districts and to ensure the integrity of the globally significant Selous-Nyerere Ecosystem.
The proposed project area consists of:

  • Selous Game Reserve (SGR)
  • Nyerere National Park (NNP)
  • Wildlife Management Areas (WMAs) in the surrounding areas of SGR and NNP
  • Selous-Niassa Wildlife Corridor (SNWC) and
  • Lukwika Lumesule Game Reserve (LLGR).

The Project includes measures to strengthen protected area management, involve the local population, and improve infrastructure as well as Tanzania National Parks Authority’s (TANAPA) and Tanzania Wildlife Management Authority’s (TAWA) capacities in operating and maintaining existing infrastructure.
The Ministry of Natural Resources and Tourism (MNRT) shall play an overseeing role for the Project, and will be jointly implemented by TANAPA, TAWA, and the co-implementers Frankfurt Zoological Society (FZS) and the World Wide Fund for Nature (WWF).
The design of the project foresees the following outputs to be financed from the grant:

Output 1: The Management Efficiency of TANAPA and TAWA is strengthened in the Selous Game Reserve (SGR), Nyerere National Park (NNP), and Lukwika Lumesule Game Reserve (LLGR).
This Output will be implemented by FZS in close cooperation with TANAPA and TAWA

Output 2: The Infrastructure and Equipment of Selous Game Reserve (SGR), Nyerere National Park (NNP), and Lukwika Lumesule Game Reserve (LLGR) is improved.
This Output will be implemented by an Implementation Consultant in close cooperation with TANAPA and TAWA.

Output 3: Community based sustainable resource management, local income opportunities and the participation in the natural resources protection in the adjacent Districts are improved.
The focus of these activities shall be on the permanently settled resident commu-nities and their socio-economic realities, as well as the Human Wildlife Conflicts (HWC) they face. This Output will be largely implemented by WWF in close coop-eration with TANAPA and TAWA.

Job description

The Chief Technical Advisor will be responsible for the overall coordination of the project implementation and the supervision and guidance of the Consultant’s team.
The tasks of the CTA include but are not necessarily restricted to the following:

  • Overall advice to the TANAPA and TAWA for the implementation of the Project and the coordination with other stakeholders;
  • Financial management / Disposition fund management;
  • Follow-up (monitoring) and revision and adjustment of the project financial plan and annual budgets;
  • Preparation of the procurement plan and tender documents as well as design, selection and procurement of equipment and infrastructure;
  • Supervision of infrastructure works and with provisional and final acceptance;
  • Develop and support the implementation of a strategy to access finance from nature based solutions (carbon credits, biodiversity credits) in the Selous eco-system and beyond.
  • Development, update and implementation of the environmental and social management instruments (those relevant for the infrastructure components) as per Environmental and Social Commitment Plan (ESCP), namely update as appropriate of the existing ESMF, development of the required safeguard instrument for the different infrastructure components as per ESMF, integration of ESMPs in tender documents and continuous tracking of ESHS performance of contractors;
  • Elaboration of regular reports and digital dashboards for KfW including for all components;
  • Preparation of meetings, field missions and workshops including logistics;
  • Development of Force Account capacity with partners, preparation, review, im-plementation and consultation of O&M and sustainability concepts for infrastructure; 
  • Documentation and digital archiving of all project related documents.

Qualifications

  • University degree (Dipl. M.Sc. or higher) in civil engineering or other fields of relevance to this project;
  • Overall management of comprehensive Financial Cooperation projects (experience with KfW-funded projects);
  • Construction of climate-resilient infrastructure in protected areas and in rural areas (e.g., administrative buildings, ranger accommodations, ranger posts, rural roads, tourism and socio-economic infrastructure);
  • Institutional development and support / capacity building in the natural resource management sector (e.g. in the field of O&M),
  • Digital dashboard reporting expertise,
  • ESHS expertise in line with World Bank ESS and WB IFC EHS Guidelines, especially development and implementation of Environmental and Social Management Frameworks and development and implementation of ESIAs and site specific ESMPs;
  • Proven work experience as team leader in long-term assignments, at least 8 years;
  • Work experience preferably in African countries with similar socio-economic conditions;
  • Strong background in management and financial administration of development projects, including M&E of project implementation;
  • Excellent oral and written communication skills and proficiency in the English language;
  • Team player, who is capable of working under different and sometimes difficult conditions.
