Project description

The objective of this tender procedure is to procure consulting services under the EFSD+ Technical As-sistance (TA) Component to support the market-oriented green transformation of EPCG. The selected Consultant will be responsible for implementing targeted Technical Assistance Measures (TAM). The consulting services will be procured through an International Competitive Bidding (ICB) procedure. EPCG will serve as the Contracting Authority and will manage the assignment in coordination with KfW as the financing partner under the EFSD+ TA Component.

Job description

General professional experience: At least 15 years of professional experience in the power sector, energy utility reform, or strategic advisory to energy sector institutions.

Specific professional experience:  At least 10 years of experience in advising electricity utilities or power sector institutions on strategic transformation, commercialisation, market readiness, decarbonisation, or corporate performance improvement.

Proven experience in leading multi-disciplinary consulting assignments for energy utilities, ideally as Team Leader, Project Manager, or equivalent senior coordination role.

Demonstrated experience in at least several of the following areas:

  • utility diagnostics and corporate transformation planning; 
  • market-oriented reform of state-owned or vertically integrated utilities; 
  • electricity market development, including wholesale and/or retail products; 
  • financial, management, and sustainability reporting improvement; 
  • EU-aligned regulatory and compliance topics such as CSRD, EU ETS, CBAM, and ideally REMIT; 
  • decarbonisation strategy, transition planning, and business model development for renewable energy investment; 
  • stakeholder coordination, institutional strengthening, and capacity-building. 


Qualifications

Qualifications: Advanced university degree (Master’s or equivalent) in energy economics, electrical/power engineering, economics, finance, business administration, public policy, law, or another relevant discipline.

Languages: Fluency in English, written and spoken. Knowledge of Montene-grin/Serbian/Bosnian/Croatian would be an advantage
