Project description

The European Commission, Directorate-General for International Partnerships (INTPA), is tendering a 24-month service contract with an estimated value of EUR 2 million to establish the Caribbean Electricity Integrator Facility (CEIF). The facility will provide integrated technical, engineering and transaction-advisory support to advance priority electricity-integration investments in the Caribbean from analysis and project identification towards investment and tender readiness.

The specific objective is to validate regional electricity-interconnection options and prepare, through an integrator approach, a St Kitts and Nevis-anchored Northern Corridor package that can reach at least tender or contracting readiness where feasible. The initial focus includes the interconnection between St Kitts and Nevis and the associated generation, grid and enabling infrastructure required for a viable integrated electricity system. The assignment will also assess potential extension towards Antigua and Barbuda and other Northern Leeward receiving/readiness nodes, subject to technical, economic and commercial validation.

The contractor will assess technical, economic, financial, legal, commercial, environmental, social, institutional and procurement dimensions, and develop viable business, financing, risk-allocation and procurement structures for priority investments. The work will also develop a scale-up and replication mechanism for a wider pipeline of Caribbean electricity-integration investments. The geographical focus includes Caribbean partner countries covered by the EU-Caribbean Cooperation Facility, and, where relevant, Caribbean Overseas Countries and Territories and French Outermost Regions. The final scope of subsequent corridors will be determined through the analysis.

Job description

Overall leadership and coordination:

  • Lead the CEIF assignment and coordinate the multidisciplinary team of key and non-key experts, ensuring an integrated engineering-led approach across technical, economic, financial, legal, commercial, environmental and social workstreams.
  • Act as the principal counterpart for the European Commission, EU Delegations, national authorities, utilities, regulators, development partners and other stakeholders.
  • Manage the work plan, expert mobilisation, quality assurance, delivery schedule, risks and reporting; ensure that outputs are decision-oriented and suitable for investment and tender preparation.

Regional scale-up and stakeholder engagement:

  • Oversee assessment of potential corridor extensions towards Antigua and Barbuda and other Northern Leeward receiving/readiness nodes, subject to validation.
  • Coordinate engagement with governments, utilities, regulators, regional institutions, financiers and technical partners.
  • Lead development of a replicable approach and pipeline mechanism for future Caribbean electricity-integration corridors.

Master’s degree in electrical/power engineering, energy systems, economics, finance, business administration, law or a related field; an advanced degree in power systems or infrastructure/energy finance is an asset.

Languages

Excellent command of English; knowledge of other Caribbean languages could be an asset.

At least 15 years of professional experience in the energy or infrastructure sector.

  • Demonstrated leadership of at least 2 complex multidisciplinary energy/infrastructure assignments, preferably involving cross-border or regional infrastructure.

  • Experience advising public-sector clients, utilities, regulators, development finance institutions or international donors.
  • Strong understanding of power-sector institutions, utility business models, project finance and procurement/contracting approaches.

Assets

  • Experience in the Caribbean or Small Island Developing States (SIDS), including island-grid integration.
