Project description

North Macedonia's energy sector has seen significant engagement from various international donors and financial institutions, each contributing to the country's transition towards sustainable and efficient energy systems.

The overall objective (Impact): To contribute to sustainable economic development of North Macedonia.

Specific objective: To accelerate climate change-related structural reforms in the energy sector.

The project is structured around three interlinked components designed to strengthen North Macedonia’s capacity to implement its green energy transition in line with the EU energy and climate acquis.

Component 1 – National Framework focuses on aligning legislation, policies, and strategies with EU standards while strengthening institutional capacity for implementation. It includes high-level strategic policy advice to the MEMMR and support for legislative and policy alignment across priority energy sectors.

Component 2 – Reaching Out to Municipalities aims to empower local authorities as active drivers of the green transition. It will enhance the capacity of municipalities to plan, finance, and implement energy efficiency and renewable energy projects.

Component 3 – Improved Analysis of the Green Energy Transition will reinforce analytical and investment planning capacity of the country through technical and feasibility studies.

Job description

The KE1 - Team Leader will have overall responsibility for:

1. advising the Ministry, and in particular the Minister and the Cabinet of the Minister, on strategic matters;

2. the management of the project activities and overall coordination of all project staff (including coordination of the work of the non-key experts). S/he will ensure that all non-key experts are agreed with the project Beneficiary and Contracting Authority and engaged on time to enable a smooth project implementation. S/He will ensure regular communication with the project managers appointed by the EU Delegation and the Beneficiary for all clarifications and requirements.

Qualifications

Qualifications and skills

• Minimum Masters in a directly related discipline, or Bachelor in the same field plus four years of relevant professional experience.

• Excellent spoken and written English, corresponding to level C1 of the Common European Framework of Reference for Languages.

General professional experience

• Minimum 10 but preferably 12 years of professional experience in in a field related to energy.

Specific professional experience

• Experience as Team Leader in at least one EU funded technical assistance project with total value of EUR 1,000,000 or more.

• Experience in high-level policy advice (Minister of higher level) on energy matters.

• Experience on assignments in EU MS bodies or other contracting parties of the Energy Community Treaty, will be considered an advantage
