The GIZ-funded Green Municipalities II project aims to support Algeria's transition towards more sustainable, energy-efficient and climate-friendly municipal services. The project focuses on strengthening the technical, institutional and operational capacities of local authorities to improve energy management, reduce greenhouse gas emissions and promote the use of renewable energy and smart urban technologies.
The assignment will provide technical assistance to six pilot wilayas (provinces) and 30 pilot municipalities, focusing on three main areas:
The project seeks to establish practical, scalable solutions that reduce municipal energy consumption and operational costs while improving public service delivery and contributing to Algeria's climate and energy transition objectives.
• Support the delivery of training sessions for municipal staff, wilayas, and EPICs across the pilot regions.
• Facilitate practical and hands-on training activities on energy management, renewable energy systems, and energy efficiency measures.
• Deliver training on the use and application of Energy Management Dashboards (EMDB) and other digital monitoring tools.
• Support the implementation of the “Training of Trainers� (ToT) approach at wilaya level.
• Act as local facilitators for training activities, workshops, and capacity-building sessions.
• Support the digitalization of training content and the use of e-learning platforms.
• Provide technical demonstrations and practical exercises during training sessions.
• Support O&M training activities for municipal technical staff and EPICs.
• Contribute to the dissemination of technical guides, manuals, and best practices.
• Collect feedback from trainees and support training evaluation and reporting.
• Assist in monitoring the effectiveness and impact of capacity-building activities.
• Support continuous knowledge transfer between municipalities and technical stakeholders.
