The EU4U Advisory Programme, a EUR 100 million dedicated technical assistance package for Ukraine and Moldova established by the European Investment Bank (EIB) and financed by the Bank's own resources.
The purpose of the Programme is to enable investments for the recovery and reconstruction of Ukraine, as well as the economic resilience of both Ukraine and Moldova, in line with the Bank’s intervention strategy. It will also support their path to EU accession, including by enhancing project implementation capacity at various levels. With the purpose of supporting the efficient and timely deployment of the EU4U Advisory Programme, the EIB has contracted the Programme Support Management assignment.
The Project Management Support (PMS) team supports the Programme Management Team to take on, amongst other, the following responsibilities:
Preparation of proposals for individual TA operations (needs assessment, scoping of activities, drafting of requests, supporting the approval process, preparing the relevant agreements)
GFA is seeking to recruit a proactive and result-oriented candidates interested in the position of Ukraine lead (Key Expert 2 on infrastructure investment) for the management support team of the EU4U Advisory Programme of the European Investment Bank.
This is a full-time position running from October 2026 until November 2028. It is based in Kyiv, at the EIB Regional Hub for Eastern Europe.
Master’s degree in engineering, economics, or other relevant subject.
Excellent knowledge of English.
Working knowledge of Ukrainian language.
Excellent communication skills (written, spoken and preparing engaging presentations).
10 years of general experience.
Proven experience involving collaboration and negotiations with high-ranking officials in Ukraine.
Proven experience providing advisory or technical assistance to public authorities in the infrastructure sector.
Experience in managing or leading project teams will be an asset.
Experience on at least 3 technical assistance assignments in relation to the preparation of infrastructure investment and project development.
Experience working on the development of infrastructure projects (either technical development or financial structuring).
Experience with EIB, EC or other IFIs financed project is an asset.
Relevant experience in the Eastern Neighbourhood is an asset, more so if delivered in Ukraine.
