For an upcoming assignment in The Gambia, GFA is preparing a proposal for the provision of Local Fund Agent (LFA) services to the Global Fund to Fight AIDS, Tuberculosis and Malaria.

The Global Fund currently supports programmes addressing HIV, tuberculosis, malaria and resilient and sustainable systems for health (RSSH) in The Gambia. From the next grant cycle, the Ministry of Health is expected to become the sole Principal Recipient responsible for a multi-component grant covering all three diseases as well as RSSH interventions.

Job description

The Local Finance Professional will work closely with the Senior Finance Professional and the wider LFA team, supporting the timely preparation and delivery of financial reviews and assessments related to Global Fund grants in The Gambia.

The expert will contribute to activities such as:

• Supporting reviews of financial management arrangements, accounting systems and financial controls of Global Fund grant implementers.
• Reviewing financial documentation, expenditures, budgets and financial reports.
• Supporting analyses of budget implementation and financial performance.
• Assisting the Senior Finance Professional in identifying financial management risks and weaknesses and developing practical recommendations.
• Supporting verification and analytical work related to financial management and grant implementation.
• Contributing to reviews of local accounting practices and financial management systems.
• Where relevant, supporting assessments related to the use or transition of Global Fund grants toward national Public Financial Management systems.
• Contributing to the timely preparation of LFA reports, working papers and other deliverables.

Qualifications

The Local Finance Professional should meet the following minimum requirements:

• Bachelor's degree or equivalent in Finance and Accounting
• Minimum 3 years of relevant professional experience
• Good knowledge of the local accounting framework and financial management systems
• Based in The Gambia
• Able to demonstrate recent professional experience in The Gambia
• Experience with donor-funded programmes, particularly in the health sector
• Familiarity with Global Fund financial management, budgeting or reporting requirements
• Full professional proficiency in English
• Wolof language skills are considered an advantage
