For an upcoming assignment in The Gambia, GFA is preparing a proposal for the provision of Local Fund Agent (LFA) services to the Global Fund to Fight AIDS, Tuberculosis and Malaria.
The Global Fund currently supports programmes addressing HIV, tuberculosis, malaria and resilient and sustainable systems for health (RSSH) in The Gambia. From the next grant cycle, the Ministry of Health is expected to become the sole Principal Recipient responsible for a multi-component grant covering all three diseases as well as RSSH interventions.
Job description
The Local Programmatic / M&E Expert will support the Senior Programmatic/M&E Expert and the wider LFA team in reviewing the implementation, performance and monitoring of Global Fund-supported health programmes.
The expert will contribute to activities including:
- Supporting reviews of the planning, implementation and performance of public health programmes.
- Reviewing programme implementation data, indicators and supporting documentation.
- Supporting monitoring and evaluation of interventions related to HIV, tuberculosis, malaria and health-system strengthening.
- Assisting with verification, validation and analysis of programmatic and M&E information.
- Supporting identification of implementation risks, bottlenecks and gaps.
- Contributing to assessments of the quality and effectiveness of programme delivery.
- Supporting reviews aimed at strengthening M&E systems, data quality and programme quality.
- Contributing to analyses related to health service quality, programme practices, patient outcomes and health-system performance.
- Participating in field reviews, stakeholder meetings and data-verification activities as required.
- Supporting preparation of LFA reports, analyses, working papers and recommendations.
Qualifications
The Local Programmatic / M&E Expert should meet the following minimum requirements:
- Bachelor's degree in Medicine, Public Health, Epidemiology or another related field
- At least 3 years of professional experience in public health
- Based in The Gambia
- Able to demonstrate professional experience within the Gambian health sector
- Full professional proficiency in English
- Wolof language skills are considered an advantage
- Monitoring and evaluation of public-health programmes
- Experience with HIV, tuberculosis and/or malaria programmes
- Work with Ministries of Health, national disease programmes, NGOs or donor-funded health programmes
